socket() and gethostbyname() are often provided by libc

This stops overlinking against libnsl, so we don't need the --as-needed
linker option anymore.

This requires merging the dh_install overrides to enable mixed builds,
because the documentation gets built and installed in arch builds as well.
Instead of repeating the cleansing commands, make the removals tolerate
missing files and directories.

Drop superfluous scope to help Doxygen find the declaration

Use a wildcard to match the multiarch part of the file path.

Previously arch builds failed, because the doc directory was not present.

Otherwise the default leaks our build flags.

Since dpkg 1.17.0 for binary and dpkg 1.17.6 for source packages.
